Mr. Nguyen Huu Dzung, General Secretary of Vietnam Laboratories Association (VinaLAB, Member of Vietnam Union of Science and Technology Associations), Chairman of VinaCert Certification and Inspection Joint Stock Company attended the meeting.
Speaking at the meeting, Prime Minister Nguyen Xuan Phuc expressed his gratitude for the contributions of the scientists, the Prime Minister said, 300 intellectuals presenting in the hall were representatives for 4 million intellectuals in countrywide, including many intellectuals who have devoted their life to importantly contribute to the development of science and technology, because of health problems, therefore scientist and intellectuals such as Professor Vu Khieu, Hoang Tuy, Nguyen Van Hieu ....were unable to attend the meeting, but previously visited and extended lunar new year greetings by the Prime Minister .

The meeting received 18 comments from intellectuals and scientists (of which the Vietnam Union of Science and Technology Associations had 11 comments). The comments were stated clearly about the achievements of the Party, State and Government in 2018; thinking about high-value scientific works in the current period; With the hope that the Government will pay attention to protecting the creativity of scientists; pay more attention to science and technology resources; issue soon the Law on Practicing Practitioners in Vietnam as a basis for selecting talented people to participate in the economic development of the country,etc.

Wishing to be listened to the opinions of intellectuals and scientists in the fields, the Prime Minister said: "What reasons are we unable to develop?, that is the question posing in Vietnamese science and technology or we have developed but not so much, how to contribute effectively to our country and homeland, to facilitate best for promoting knowledge that we have accumulated.”
According to Proffessor, Science Dr. Dang Vu Minh (Chairman of Vietnam Union of Science and Technology Associations), in 2018, under the leadership of Party, State, politics and society were stable and infrastructure was more and more increased, the belief of society and intellectuals, scientists continue to be raised.
Expressing the gratitute to the Prime Minister for his interest and listening to the intellectuals, scientists of the Vietnam Union of Science and Technology Associations, Proffessor, Science Dr. Dang Vu Minh said that after meeting with the Prime Minister nearly 2 years ago (February 17, 2017), all the comments of the Prime Minister were almost executed and achieved high efficiency. So the intellectuals of the Vietnam Union of Science and Technology Associations hope that the scheme of the Union's organizational system shall be approved by Secretariat and the Government.
Expressing the joy that the intellectual and scientific and technological forces are growing fast and steadily, the Prime Minister affirmed that the contingent of intellectuals and talents always highly appreciated by the Party and State. Without the talents, the country could not be developed. But the talents do not be used, the country shall be poorer. "Therefore, how to use the intellectuals and what will the intellectuals do for the country?, these are big problems."
In 2019, the Government issued a motto including 12 words: Discipline - Integrity - Action - Creativity - Breakthrough - Effectiveness. There will be more "breakthroughs" in the fields, breaking out not only in economics, but also in dealing with the situation " top is hot and bottom is cold ",...
In order to develop the country quickly and sustainably, it requests us to promote strongly intellectual force, stimulate and mobilize the creativity of Vietnamese people. This is a challenge, a breakthrough, and an opportunity for scientists and technologists to contribute more to the development of the country.
The Prime Minister hopes the intellectual and scientific group, including domestic and oversea Vietnamese people, including amateur inventors, pupils and students to contribute to national aspirations, lead Vietnam becoming a high income nation, "How do Vietnamese people are richer, the country is stronger". We need to rise to dominate all five spaces: Earth, water, heaven, space, cyberspace and the scientists shall play a important role for dominating these spaces in the future.
The comments and suggestions are agreed: In order to develop science and technology, it is necessary to have good institutions and laws, the Prime Minister said that economic policies, taxes and other policies for science and technology still existing many problems. “We absorb this problem in order to not only innovate our thinking, but also reform our financial and economic policies to untie science and technology,” and how to manage suitable finance for science and technology, for example: accepting risks in scientific research.
For successful science and technology are the force for development, we should have good policies, freeing creativity and productivity. Implementation of good financial and economic policies for science. Having appropriate management policies to promote creativity; Intellectual Property; strengthen scientific organizations. Therefore, the Prime Minister said that there should be a scheme to consolidate the organization of the Vietnam Union of Science and Technology Associations from the central to local levels. At the same time, the Ministry of Science and Technology, scientific institutes and research institutes continue to consult and propose policies to promote the role of science and technology ...
At the end of the meeting, the Prime Minister listened to the aspirations of intellectuals and scientists. These ideas have important implications in the direction and administration of the Government so the Prime Minister will pay attention to listen comments on institutions and policies, clarify many issues to help us have a synchronization of science and technology with the development of the country.
