Deputy Chairman cum General Secretary of Vietnam Union of Associations Pham Van Tan, representative of the Standing Committee of Vietnam Union of Associations presented summary report on activities in 2018 and main tasks in 2019 in the fields as follows: Political and ideological activities; The implementation of the Party's Resolution and Directive; Consolidation and development of organization; Activities of consultancy, criticism and social inspection; Information and knowledge dissemination; science, technology and environment; International cooperation; The direction and administration of the Presidium and activities of the Inspection Committee, etc.
Accordingly, in 2018, leaders of the Vietnam Union of Associations directed closely to promptly overcome difficulties, actively worked with leaders of the Provincial Party Committee and People's Committees at locals to grasp the situation and find solutions to remove difficulties for local associations, thereby significantly improve the quality of the national and local associations.
In addition, the leaders of the Vietnam Union of Associations actively worked with political and social organizations, proposed specific recommendations to the Politburo on issues related to the organization and operation of Vietnam Associations Union, etc. actively contribute to the renovation and stabilization of the country's socio-economic development.
The Vietnam Union of Associations has also advised and submitted the project on the organizational structure and operation of the Vietnam Union of Associations to the Secretariat; Focusing on improving the quality of information in the press system of the Vietnam Union of Associations, developing a plan for press and publishing activities.
In 2019, Vietnam Union of Associations will continue to carry out the assigned tasks, paying attention to the main tasks serving the consolidation, developing and strengthening the coordination between the Vietnam Union of Associations and its member associations; continuing to mobilize the development and promulgation of the Law regulating the Practice of Engineering Professions and the Law improving Legal Knowledge Dissemination as well as to gather member associations to participate in the Vietnam Digital Knowledge Project; promote cooperation with a number of international organizations, focus on partner countries with strong S&T potentials; actively prepare for the Vietnam Union of Associations to host the annual meeting of the ASEAN Federation of Engineering Organizations (CAFEO 38) in Vietnam in 2020, etc.
In addition, continue to support members to perform professional works, effectively organize the dissemination of scientific and technological knowledge, apply science and technology to life and production, pay attention to creative science and technology, emulation, reward movements and honoring intellectuals, make a summary report of the activities results of the Vietnam Union of Associations and its member associations from the VII Term of the Vietnam Union of Associations.
Also at the conference, the Vietnam Standing of Union Associations presented the plans to prepare for the 8th Congress of the Vietnam Union of Associations; Informed the change of logo of VUSTA and the name and Charter of the Vietnam Union of Associations relating to the VIII Organizing Plan; and the changes of organizational development and personnel since the 4th Central Council meeting of VII Term so far, etc.
Accordingly, the Central Council has reviewed and approved the suspension of the membership of the Associations for Vietnam Agricultural Products Preservation for a period of 12 months; Unanimously admitted to the Associations of Vietnam Consumer Protection as a member association of Vietnam Union of Associations.
Regarding human resources, along with the approval of 18 comrades to resign from the VII Term Central Council members, the delegates elected additionally 19 members of the Central Council, including Mr. Nguyen Huu Dzung (General Secretary of VinaLAB) as 1 of 7 members of the Central Council (the National Industry Associations).
The conference also agreed 02 commissioners of the Central Committee of the Vietnam Union of Associations (VII Term) to be resigned; Elected additionally 02 comrades to the Member of the Presidium of the Central Council of the Vietnam Union of associations (VII Term), elected Mr. Nguyen Thanh Long, Deputy Director of the Central Propaganda Department as Vice Chairman of the Vietnam Union of associations VII Term. Elected additionally comrades Mr. Le Quang Thich, Chairman of Quang Ngai Province as a member of the Inspection Committee of the Vietnam Union of Associations (VII Term); agreed on the preparation plan to organize the National Congress of the 8th Central Council (expect to be carried out in the second quarter of 2020 with the theme "Solidarity - Wisdom - Innovation - Development") .
The structure of the Central Council: The Vietnam Union of Associations consists of Permanent comrades and representatives of Departments and Offices; each member association elects 01; Particularly, Hanoi Union of Science and Technology Associations, Ho Chi Minh City Union of Science and Technology Associations and General Associations, each of which is elected 02.
In addition to representatives of the Central Propaganda Department and the Ministry of Science and Technology, the structure is added a number of members of central agencies and organizations related to the activities of the Vietnam Union of Associations; The age of participating in the Central Council is not to exceed 70 years old.

Regarding the quantity and structure of the Presidium VIII Term: the Presidium expects to have 25 members (VII Term had 25 members). A certain rate of the Presidium’s members will work in full time; the Presidium has members representing member associations (Local and National Associations). The Presidium has members not exceeding 70 years old by the time of the Congress VIII, it should be structured with young officials to ensure inheritance for the next congresses; The number of the Presidium’s members for member associations is 50-55%, of which 25-30% is for the National Associations and 25% for local’s Associations. The remaining 45-50% will be reserved for those who will participate in the Standing Presidium, the leaders of Inspection Committee, leaders of the Vietnam Union of Associations, representatives of affiliated organizations, representatives of the Vietnam Central Committee for Propaganda and Education, Ministry of Science and Technology, typical managers and scientific staff.
Quantity and structure of the Presidium’s standing members: Chairman, Deputy Chairman, General Secretary, the Presidium’s standing members must be the Presidium’s members, the the Presidium’s Standing consists of 5-6 members including Chairman, 4-5 Deputy Chairmen, in which there can be 01 Deputy Chairman cum General secretary. Number of members of the Inspection Committee: the Inspection Committee VIII is expected to have 9 members (VII Term had 9 members). There was a number of full-time commissioners. Management of the Inspection Committee participated in the Presidium’ and was a full-time Deputy Chairman.
After discussing, the Central Council delegates agreed to vote the following contents:
1. The Activity Summary Report in 2018 and the main tasks in 2019 of the Vietnam Union of Associations; Report some contents that need to be consulted by the Central Council on Planning to organize the 8th Congress of the Vietnam Union of Associations; Report on the organization and the change of the Central Council personnel.
2. Unanimously keep the name and Charter of Vietnam Union of Associations.
3. Change the logo of the Vietnam Union of Associations.
4. The socialization plan from the capital which will be contributed from member associations and other organizations to ensure the completion of the headquarter according to the approved design.
